Eligibility Criteria
Applicants must:
- Be an international applicant who has not applied for Canadian permanent residence or citizenship.
Master’s Applicants
- Must not have completed more than three full-time academic terms (one year) in their Master’s programme by May 1 following the application deadline.
- Applicants may apply before beginning their programme.
Doctoral Applicants
- Must not have completed more than nine full-time academic terms (three years) in their PhD programme by May 1 following the application deadline.
- Applicants may apply before beginning their doctoral studies.
Postdoctoral Applicants
- Must have obtained their PhD within the previous two years.
- Must conduct their postdoctoral research at an institution different from the one where they earned their doctorate.
Short-Term Research Applicants
- Must have obtained their PhD within the previous five years.
- Research or professional development must be carried out at an institution different from their current institution.
- Open to university researchers and technical researchers.
How to Apply
To apply for the Quebec Merit Scholarship Program (PBEEE):

- Submit your complete application to your graduate programme at Concordia University before the internal deadline.
- If selected during the university’s pre-selection process, you will be notified by the School of Graduate Studies.
