Romanian Ministry of Foreign Affairs Scholarships open to non-EU (European Union) citizens 2024/2025 is an annual scholarship programme for foreign citizens.

Through the Ministry of Foreign Affairs, the Romanian state offers several scholarships to citizens from non-EU countries based on Government Decision No. 288/1993.

About the Romanian Ministry of Foreign Affairs Scholarships

The Romanian Ministry of Foreign Affairs Scholarships are given to individuals from countries not part of the EU.

During application, candidates should have an excellent result in education, corresponding to at least seven Romanian scoring systems.

Candidates from all fields of interest can apply except those in Medicine, Dental Medicine and Pharmacy.

For Bachelor’s and Master’s Degrees, only study programs in Romanian are available, thus promoting the Romanian language and culture.

However, at the PhD level, applicants can choose a doctoral school programme in English or other foreign languages. 

A one-year preparatory period in Romanian is also granted before beginning the study program. This is especially for those who do not speak the Romanian language.

Documents such as diplomas, birth certificates, transcripts, resumes, and passports are required during the application process.

Levels of Study

Applicants for the scholarship can choose from any of the three study cycles in tertiary institutions accredited by the Romanian Ministry of Education.

Bachelor’s degree

Bachelor’s degree programmes are open to students who have graduated from high (secondary)school or pre-university studies.

After the programme duration, they obtain a baccalaureate degree or its equivalent and can apply for further studies in Romania. 

A complete Bachelor’s programme runs for 3-6 years, depending on the specialization followed.

Master’s degree

Master’s degree programmes are open to undergraduate students and run between 1-2 years and end with the dissertation exam.

Doctoral Degree

Doctoral programmes are open to graduate students or equivalent and are to be completed within 3-5 years.  

The duration of the programme is dependent on the profile of the chosen faculty and ends with the presentation of a PhD thesis.

Note that an entrance examination is a prerequisite for obtaining the PhD programme and obtaining the scholarship.

General Conditions for Awarding Scholarships

The Romanian Ministry of Foreign Affairs Scholarships are awarded through a selection process based on the regulations put into effect force by the Romanian Ministry of Education and its Ministry of Foreign Affairs.

Foreign citizens from all non-EU countries are eligible to apply for this scholarship. However, there are expectations:

  • Individuals of Romanian origin or who belong to any Romanian historical communities within the territory of the Romania State.
  • Individuals who have applied for any form of protection within the Romanian State.
  • Stateless individuals who stay within the sovereign territory of the Romanian State are officially recognized under the law.
  • Individuals who are members of the consular and diplomatic corps. This also includes family relatives of consular and diplomatic corp members working in Romania.
  • Individuals who are technical and administrative staff members working in Romania in consular offices and on diplomatic missions.
  • Individuals who belong to the staff of any international organization based within the Romanian State or family relatives of any staff of any international organization working within the Romanian State.
  • Individuals who have benefited from any scholarship from Romania for the same study cycle.

Eligibility for Romanian Ministry of Foreign Affairs Scholarships

To be eligiblethe scholarship applicant must:

  • Submit a complete file.
  • Submit study documents issued from educational institutions that are accredited in the country from where they were given.
  •  Submit their application before the enrollment deadline.
  • Have excellent During application, candidates should have an excellent result in education, corresponding to at least seven Romanian scoring systems.
  • Utilize the application methodology prescribed by the scholarship body.

Applicants should note that the Scholarship is not awarded to candidates from the disciplines of Medicine, Pharmacy or Dental Medicine.

Language of Study

To promote the Romanian culture and language, individuals who benefit from the scholarship undergraduate and Masters’s programmes will study courses only in the Romanian language. 

However, there is an exception for doctorate scholarship candidates. They can study in either Romanian or any Foreign language chosen by the doctorate school of studies.

A one-year preparatory period in the Romanian language is granted before beginning the study program. This is especially for those who do not speak the Romanian language.

Some categories of people are exempted from enrolling in the one-year preparatory period:

  • Individuals who show study documents (certificates and diplomas) issued by the Romanian Ministry of Education or certificated issued after four consecutive years of study within a Romanian educational institution.
  • Those who enrol in university education pass the Romanian language test, organized according to the regulations in force;
  • Those who enrol in university education present a certificate of linguistic competence in Romanian, minimum level B1, issued according to the regulations in force.

Application Procedure for Romanian Ministry of Foreign Affairs Scholarships

The Romanian portal platform is the only valid means of applying for this scholarship. The portal can be accessed through this link or directly visit this website. The platform can be accessed both in English and French.

Note: Applicants should submit applications directly to the registry offices of the Ministry of Foreign Affairs or the Ministry of Education.

Applications are sent to the e-mail addresses of the MFA employees/departments of the MFA Headquarters or to the Romanian diplomatic missions or the foreign diplomatic missions accredited in Bucharest, which will not be taken into consideration.
